Portable Appliance Testing (PAT)

Portable Appliance Testing (PAT), also known as the inspection and testing of in-service electrical equipment, plays a vital role in ensuring compliance with the Electricity at Work (EAW) Regulations 1989. Faulty electrical appliances and poor installations are significant contributors to electrical fires, resulting in over 2,500 injuries or fatalities annually. PAT testing is a critical component of any health and safety strategy, designed to safeguard lives and property.

Why Conduct Portable Appliance Testing?

The EAW Regulations aim to prevent death or injury caused by electrical hazards. They outline three core requirements:

  • 1. Prevent Danger: Defined as the risk of injury.
  • 2. Prevent Injury: Focused on protecting individuals from potential harm.
  • 3. Avoid Giving Rise to Danger: Ensuring systems and equipment do not pose unnecessary risks.

To comply, systems and equipment must be:

  • Properly Constructed: Built to minimize risk, as much as reasonably practicable.
  • Regularly Maintained: Ensuring all electrical items remain in a safe working condition.

Regulations classify precautions into three categories:

  • Absolute: Measures must be taken regardless of time, cost, or difficulty.
  • Reasonably Practical: Feasible precautions based on time, economics, and capabilities.
  • Reasonably Foreseeable: Addressing expected hazards and risks based on circumstances and use.

The Regulation

The Health and Safety at Work Act 1974 and the Provision and Use of Work Equipment Regulations 1998 place a duty of care on employers and employees to ensure the safety of everyone using their premises. This includes maintaining records of all inspections and ensuring compliance across all electrical equipment in the workplace.

The Institution of Engineering and Technology (IET) Code of Practice provides further guidance on testing various equipment types, such as portable appliances, IT devices, handheld tools, and stationary equipment.
